The Blue Jacket of the Quarter Presentation Coin: The BJOQ program recognizes the very best all-around Navy sailors in paygrades E-1 through E-6. Sustained superior performance, leadership, self-improvement, command and community involvement, self-expression, military bearing, and appearance are all key facets of the best all-around Sailors. Navy departments submit a sailor each quarter for selection and a selection board interviews each candidate and selects the best sailor for the award.
